Citizens Inspection and Outreach Program (CIOP)


The following is criteria for working on the Citizens Re-Inspection Program

  1. Inspection Company/Approved Inspectors
  2. This is an Inspection Company that meets the Citizens Inspections and Outreach Requirements as outlined below:

    Citizens is allowing single Inspectors to participate in the Citizens Inspection and Outreach Program as Approved Inspectors, providing the same Inspectors can meet minimum Insurance requirements and experience.

  3. Approved Inspector/Field Inspector
  4. An Approved Inspector/Field Inspector is the actual Inspector who conducts the Inspection in the field and signs the Inspection Report. This person must be qualified and experienced to complete the Inspection and sign off on the Inspection Report accordingly.

    Approved Inspector/Field Inspectors can be registered by an approved Inspection Company whereby the application process and costs associated by in-house Inspector recruitment is borne by the Inspection Company.

    Approved Inspector/Field Inspectors desiring to become certified prior to joining an Inspection Company should complete the Approved Inspector's registration online and submit the relevant application documents to Inspection Depot, Inc. the same way as the Inspection Companies and Independent Field Inspection Companies.

Licensing / Credentialing accepted by Citizens Property Insurance Corporation

  1. Building code inspector certified under Section 468.607, Florida Statutes
  2. General, building or residential contractor licensed under Section 489.111, Florida Statutes
  3. Professional architect licensed under Section 481.213, Florida Statutes
  4. Professional engineer licensed under Section 471.015, Florida Statutes, who has passed the appropriate equivalency test of the Building Code Training Program as required by section 553.841, Florida Statutes

    FLORIDA STATUE Allows Engineers and Building Contractors to send a direct employee to perform the inspection and to then be signed off by the Licensed Engineer or Building Contractor


  5. CITIZENS DOES NOT ALLOW ENGINEERS OR BUILDING CONTRATORS TO SEND DIRECT EMPLOYEES TO PERFORM THE INSPECTION – INSPECTIONS MUST BE PERFORMED AND COMPLETED BY THE ACTUAL LICENSE HOLDER

  6. Any company or independent adjuster, who has held and currently holds an active appointed license in the State of Florida under Chapter 626, Part IV, Section 626.851 and has a minimum TWO YEARS experience adjusting residential or commercial property insurance claims.

NOTE: Licensed Home Inspectors are currently not approved to do Citizens Inspection and Outreach Program inspections.

Independent Field Inspection Companies can conduct new policy or change of policy inspections. These are not Citizens ordered inspections, nor is this membership with Inspection Depot considered approved by Citizens as an approved inspection company for the Citizens Inspection Outreach Program (Re-Inspections).

These are all inspection companies that meet the requirements outlined below.

These inspection companies can be Home Inspectors, currently doing Wind Mitigation inspections or other Inspections in the Insurance and Real Estate inspection industries.

Inspection Depot Field Inspectors - (Non CIOP Vendors)

A Field Inspector is the actual inspector who conducts the inspection in the field and signs the inspection report. This person must be qualified and experienced to complete the inspection and sign off on the inspection report accordingly. Please note the licensing requirements for the Citizens Property Insurance Outreach program, are more stringent and requires all inspectors actually conducting inspections to be licensed.

Field Inspectors can be registered by an approved Inspection Management Company or Independent Field Inspection Company, whereby the application process and costs associated by in-house inspector recruitment is borne by the Inspection Management Company or Independent Field Inspection Company.

Field Inspector's Insurance Requirements

The Field Inspector shall comply with the following insurance requirements:

  • Florida worker's compensation insurance requirements, as applicable.
  • Commercial general liability insurance providing coverage in the amount of at least $300,000 per occurrence/$1,000,000 aggregate, with an overall policy limit of at least $1 million, which insurance would apply to and cover final court judgments obtained against the Inspection Management Companies and field inspectors or Inspection Depot, Inc. by a homeowner in relation to an inspection under the Program including Bodily Injury, Property Damage Liability Insurance and Contractual Liability Insurance to protect the Contractor against claims from the operations of subcontractors or employees.
  • Automobile Liability with combined single limits of not less than $1,000,000 per accident. This liability insurance shall provide coverage at least as follows: $200,000 per person for bodily injury, $1,000,000 aggregate per accident for bodily injury, and $50,000 per accident for property damage.
  • All Field Inspectors must carry $10,000 Dishonesty Bond.
    Copies of all insurance requirements must be submitted as part of the application process to Inspection Management Company, Independent Field Inspection Company or Inspection Depot, Inc.

  • Long sleeved shirt to protect skin from insulation in attic
  • Dust mask and Hard Hat for use in attic

  • Dust pan/brush for attic dropping clean up.
